Firstly, I agree that simply stripping City’s titles and awarding them to other clubs may feel unearned for those clubs and could lack authenticity.

 

That said, City should not retain these titles if they are found guilty. A better approach might be to void the titles and mark them with an asterisk rather than allowing them to remain officially awarded despite potential wrongdoing.

 

Secondly, financial penalties may be ineffective unless the impacted clubs receive some form of compensation, though making this happen could be complicated by bureaucratic hurdles.

 

Thirdly, relegating City to the Championship would be ineffective, as it would mainly penalize the clubs there who are striving to compete. A more fitting alternative might be to drop City to the lowest tier of the league.

 

If they have been in violation of the rules over multiple years, a consequence of that magnitude seems appropriate. After all, similar action was taken against Juventus and Rangers in the past—why should City be an

exception?
