Erling Haaland was fouled deep into injury time, but he was still able to stand and play a ball through for the English winger.
Despite his apparent advantage, the referee signalled for the ball to be brought back for a free kick by blowing the whistle.
Haaland and the other City players swarmed the referee in protest, understandably incensed over the decision.
The Norwegian attacker was shouting madly at Hooper as he walked off the pitch as soon as the full-time whistle blew.
